County departments do the city jobs
Building permits, code enforcement and roads go through Pasco County. The Pasco Sheriff's Office and Pasco Fire Rescue serve the area. If you plan a pool, fence or addition, the permit and inspection come from the county, and the HOA may need to approve it first.
Water and power depend on the street
Pasco has several public and private water and sewer providers, and the county economic development office tells buyers to call Pasco County Utilities at (727) 847-8131 to confirm who serves an address. Electric service in Pasco comes from Duke Energy, Tampa Electric or Withlacoochee River Electric Cooperative, depending on location, so ask the seller for a recent bill.
Communities act like small governments

Lake Padgett Estates and nearby lake streets
An older, established area around Lake Padgett, with Lake Padgett Estates at $450,134 and Lake Padgett Estates East at $364,453. Lot sizes and waterfront access vary street by street, so check the survey.
Ballantrae, Wilderness Lake Preserve and Lakeshore Ranch
Planned communities with values of $435,484, $418,221 and $510,714. Expect HOA rules and, in many cases, CDD lines on the tax bill; confirm on each parcel.
Concord Station, Oakstead and the Suncoast communities
Concord Station was $402,412 and Oakstead $386,245. Suncoast Lakes ($406,161), Suncoast Meadows ($377,848) and Suncoast Pointe ($353,487) sit on the west side near the parkway.
