Inspect docks and seawalls separately

About 63.6% of 33881's land is inside the City of Winter Haven, but only 47.6% of 33884 (Cypress Gardens adds another 13.0%) and just 12.1% of 33880, where Jan Phyl Village, Wahneta and Inwood are separate unincorporated places.
The tax gap is real. The City of Winter Haven's 2025 total millage is 18.6979, or 19.0232 where the Lake Region Lakes Management District levy applies, against 12.9291 in unincorporated Polk. Before exemptions, that is about $5,095 a year on a $272,484 city home and about $3,523 on the same value in the county. County parcels can carry their own charges, such as the $393 residential fire assessment where levied.
