What is being built in Apollo Beach?
Apollo Beach grew from 14,701 residents in the 2010 census to 26,002 in 2020, and the Census Bureau's 2020 to 2024 estimate is 33,355. The older canal neighborhoods near the bay are largely built out, so new homes are going up inland, mostly in Waterset and at Indigo Creek. Prices below come from each builder's site in September 2026.
Waterset: the master plan
Developed by Newland at 5374 Wolf Creek Drive, Waterset covers more than 1,300 acres and lists seven builders: Cardel Homes, David Weekley Homes, Homes by WestBay, ICI Homes, Pulte Homes, Richmond American and Regency by Toll Brothers. Amenities include several clubhouses, pools, sports courts, more than 12 miles of trails, over 10 parks and a sportsplex. Its collections span townhomes, bungalows, one- and two-story single-family homes and a gated 55+ section.
David Weekley Homes at Waterset
Four product lines were listed: Waterset Townhomes from $294,990 (1,619 to 1,791 square feet), the Bungalow Series from $343,990 (1,527 to 1,707 square feet, with new models open), the Tradition Series from $418,990 (1,722 to 2,815 square feet) and the Classic Series from $515,322, marked as final opportunities.
Pulte Homes at Waterset
Pulte's Regal collection started at $394,990 for the 1,707-square-foot Harvey plan with three bedrooms and a two-car garage, with larger Regal plans such as the Pinecrest from $438,990. The Elite series, with three-car garages, started at $582,990 for about 2,547 square feet and up.
Homes by WestBay at Waterset
The largest homes in Waterset: 3,129 to 4,666 square feet with three to six bedrooms and three-car garages, priced from the $550s to $1.4 million. The builder lists the CDD for these homesites at $3,555.31 to $4,148.19 a year.
Regency at Waterset by Toll Brothers (55+)
The only age-restricted section of Waterset, gated, with duets of 1,601 to 1,801 square feet and single-family homes of 1,886 to 2,828 square feet. The Teal Collection was listed from $329,000, and seven quick move-in homes were shown. Amenities include a pool, fitness center, sport court and social room, with a lifestyle director on site.
Richmond American, Cardel Homes and ICI Homes
These three builders are listed at Waterset, but their pages did not show community prices when we checked. The Waterset site featured a Richmond American quick move-in home, the Beech, at $394,999 with three bedrooms and 1,570 square feet. Ask Cardel and ICI, which markets custom homes, for current base prices and lot premiums.
Taylor Morrison: Indigo Creek
Outside Waterset, Indigo Creek at 5107 Slate Hue Place was listed from $353,999, with one- and two-story plans of 1,790 to 3,505 square feet and three to six bedrooms. Taylor Morrison lists no CDD fees for the community, plus a pool, cabana, dog park, flex lawn and boardwalk, and about 13 homes for sale.

How CDD and HOA charges work in Apollo Beach
The simplest split in Apollo Beach new construction is between Waterset, where the builder quotes CDD assessments, and Indigo Creek, where the builder says there are none. On Homes by WestBay's figures, that difference is roughly $300 a month.
Reading the Waterset figure
Homes by WestBay's range of $3,555.31 to $4,148.19 a year works out to about $296 to $346 a month. That covers the district's share of roads, drainage and amenities plus repayment of its bonds, and it is billed with county property taxes each November. Smaller lots in other collections may have a different figure, so ask each builder for the exact amount for your lot.
What a mature district looks like: MiraBay
MiraBay, built earlier, shows how CDD bills are structured over time. Its district, Harbor Bay CDD, publishes separate tables for bond debt and for operations. For fiscal 2026, one bond series charges $279.81 a year for a townhome and $1,119.24 for a 100-foot lot, and operations for fiscal 2025 ranged from $203.97 to $815.88 a unit. Older districts also take on big repairs: Harbor Bay began repairing about 30,000 feet of seawall in 2020.
The contract disclosure
On a first sale inside a CDD, Florida law (section 190.048) requires a bold statement just above your signature that the district may levy taxes and assessments. The statement does not give the dollar amount, so get that separately in writing.
HOA dues
Master and sub-association dues are billed separately from the CDD. Ask whether the builder currently subsidizes them, and what they are expected to be once the community is complete. The Florida CDD fees guide covers payoffs and how the bond portion ends.
Is a new home or a resale better value in Apollo Beach?
Zillow's typical Apollo Beach home value was $438,180 in August 2026, down 2.8% on the year. At 7.03% with 10% down, principal and interest on that price is about $2,632 a month. New and resale homes then differ in the costs around that payment.
Taxes in year one and year two
Florida values real property on January 1, and any improvement not substantially complete on that date gets no value that year (section 192.042). If your home is finished in, say, March, the first bill may be close to land-only. The following year's bill is the one to plan around: at the 2025 unincorporated rate of 18.2515 mills, about $7,997 on a $438,180 assessment before homestead.
Waterfront versus inland
New construction here is inland. If you want a dock and direct bay access, you are shopping resales in the canal neighborhoods or MiraBay, where seawalls, docks and lifts need their own inspections and flood cover is a bigger line.
Incentives
In September 2026, Pulte advertised a reduced FHA rate on select homes contracted that month through its mortgage affiliate, and Taylor Morrison offered flex cash toward options or closing costs. A rate buydown helps most if you keep the loan for years. Price the same home with an outside lender too.
Is $400,000 enough to buy new in Apollo Beach?
Yes, for a townhome or a smaller single-family home: several collections above list starting prices under $400,000, from $294,990 to $394,990. Building a custom home on your own lot is a different budget, and we did not find a published per-square-foot figure to quote, so ask a custom builder for a written estimate.
Inspections, warranties and flood checks
Independent inspections
Arrange your own inspector for the pre-drywall stage and before closing, and get the builder's rules for site access in writing before you sign. Hillsborough County's permit inspections check code compliance, not finish quality.
Warranty claims
Florida's Chapter 558 sets a notice process for construction defects: the owner serves a written claim on the builder at least 60 days before any lawsuit, and the builder can inspect and offer to repair. Report issues in writing and book an inspection before the first-year coverage ends. Use the home inspection checklist as a guide.
Evacuation zone for the lot
For 2026, Hillsborough County placed inland Apollo Beach south of Big Bend Road in evacuation Zone E and expanded Zone A along the coast. Look up the exact lot in the county's HEAT tool, then check the FEMA flood zone separately; the Florida flood zones guide explains the difference.

Builder sales consultants represent the builder. An agent who works Apollo Beach can compare the seven Waterset builders against each other and against Indigo Creek, pull resale prices for the same collections, and check the CDD figure for the lot you pick. If you want one, sign your buyer agreement and bring the agent on the first model visit, since some builders will not add an agent later.
