New construction homes in Tampa: where builders are building, prices and CDD fees

New construction in Tampa splits into two markets: infill homes inside the city, such as David Weekley's Central Living in South Tampa from $1.3 million, and larger planned communities in the suburbs, where builders such as Taylor Morrison, Ashton Woods and GL Homes are selling in Odessa, Apollo Beach, Wimauma and the Westchase area. In established parts of the city, most new homes are infill: a new house on a lot where an older one stood. Builder sites checked in September 2026 list:

  • David Weekley Homes, Central Living - South Tampa: single-family homes in South Tampa from the $1.3 million range.
  • Homes by WestBay, South Tampa area: new homes listed from $1.6 million to $2.7 million.
  • Taylor Morrison, Morris Bend (Tampa): listed as an upcoming community with an interest list.
  • Ashton Woods, Montague Chase: listed with a Tampa address in the builder's Westchase area, with townhomes from $378,990. The Westchase area is largely unincorporated, so confirm whether a lot is inside city limits.

For infill homes in historic districts such as Hyde Park, Seminole Heights and Tampa Heights, new construction also goes through the city's Architectural Review Commission. In South Tampa, check the flood zone and the city's elevation rules for new construction, since the lot's zone affects how high the home must sit.

How CDD fees work on new homes

Many new Florida communities are financed through a community development district (CDD), a special-purpose local government that builds and maintains infrastructure such as roads, stormwater ponds and sometimes amenities. Owners repay that through assessments on the county property tax bill: an operations and maintenance charge that can change each year, and often a debt service charge that repays bonds over many years.

Florida law requires sales contracts for property in a CDD to include a bold disclosure, just above the buyer's signature, stating that the district may levy taxes or assessments that are in addition to county and other local taxes. As an example of scale, the Fishhawk Ranch CDD's fiscal year 2027 assessments run from $1,198.49 to $2,097.30 a year per unit depending on lot type; see the FishHawk Ranch guide.

For any new home, ask the builder for:

  • The CDD name, current O&M assessment and debt service assessment for your lot type.
  • How many years of debt service remain, and if early payoff is allowed.
  • HOA dues, what they cover, and whether the developer is subsidizing them now.

New build or resale: how to compare

  • Total monthly cost: add principal and interest, property tax, insurance, HOA and CDD. A cheaper new home with a large CDD can cost more each month than a resale without one. The cost of living in Tampa page covers insurance and utilities.
  • Taxes on a new home: the first bill may cover only land if the home was finished after January 1. Budget for the full assessed value in the following year. See Hillsborough County property tax.
  • Incentives: builders often offer closing-cost help or rate buydowns tied to their lender. Compare the total cost with an outside lender quote.

Using an agent with a builder

The builder's sales staff represent the builder. Some builders ask that your own agent be registered at your first visit, so check the builder's policy, and contact an agent before touring models if you want representation. It appears on the county property tax bill, usually as an operations and maintenance charge plus a debt service charge for bonds. Florida requires a bold CDD disclosure in the sales contract.

Do I pay less property tax on a new home in Tampa?+

Sometimes for the first year only. Florida assesses property as of January 1, so a home finished after that date may be taxed mainly as land for that year. The next year's bill reflects the completed home. Budget for the full amount, and apply for the homestead exemption if it will be your primary residence.
