What Horizon West is
Orange County planned Horizon West as a set of mixed-use villages, each surrounded by greenbelts, with a town center. The county's village map shows Bridgewater, Lakeside, Village F, Village H, Village I and the Town Center. Neighborhood names such as Hamlin, Summerlake and Independence sit inside this framework.
There is no Horizon West post office, so homes use Winter Garden, Windermere or Orlando mailing addresses. That is why two neighbors can have different city names on their mail but the same county services.

Taxes, CDD and HOA

CDDs are common but not universal. Dream Finders states that Hamlin Meadows has no CDD. Other neighborhoods sit in districts that levy yearly operations and debt assessments. Florida law requires a bold CDD disclosure in the initial sale contract. For a resale, the tax bill is the fastest way to see the figure.
Schools
Orange County Public Schools runs several schools inside Horizon West, including Hamlin Elementary at 16145 Silver Grove Boulevard and Horizon High at 10393 Seidel Road. Zoning changes as new schools open, so confirm it for the exact address with the OCPS locator rather than relying on a listing.
What to check before you buy
- Look up the parcel on the Orange County Property Appraiser site and note the millage code and any non-ad valorem assessments.
- Read the latest property tax bill. CDD assessments, where they exist, usually appear there as separate lines.
- Ask the seller or HOA for the current HOA budget, dues and what they cover.
- Order an HOA estoppel certificate early in the contract period.
- Check the FEMA flood zone for the exact lot, especially near lakes and ponds.
- Confirm school zoning with the Orange County Public Schools locator for the exact address.
Growth is ongoing, so ask what is planned on nearby vacant land and which roads are due for widening. Phase 1A of the Horizon West Regional Park opened in 2026.
