Where new homes are being built around Winter Garden
Horizon West is the main source of new homes with a Winter Garden mailing address. Orange County describes it as a special planning area of roughly 20,704 gross acres, adopted in 1995 and organised into villages and a town center surrounded by greenbelts. The county calls it the fastest growing community in unincorporated Orange County.
Because Horizon West is unincorporated, a home there can carry a Winter Garden or Windermere mailing address while sitting outside city limits. That matters for property tax: the City of Winter Garden millage (4.8565 mills for 2026-27) applies only to parcels inside the city. A real estate blog tracking the area in April 2026 also listed D.R. Horton at Waterleigh, Meritage at Highland Ridge, Taylor Morrison at Harvest at Ovation, M/I Homes at Lake Star at Ovation, Ashton Woods at Northlake at Ovation, K. Hovnanian at Horizon Isle and David Weekley at Oakland Park. We could not confirm current pricing for those on the builders' sites, and David Weekley no longer lists Oakland Park among its Orlando communities, so ask each sales office what is still available.
CDD and HOA costs: what to ask before you sign
Many Horizon West and west Orange County neighborhoods sit inside a Community Development District (CDD). A CDD is a special-purpose government that can levy assessments to repay bonds for roads, drainage and amenities, plus a yearly operations and maintenance (O&M) charge. Florida law requires the initial sale contract for a home in a CDD to carry a bold disclosure that the district may levy taxes or assessments separate from county taxes.
Not every community has one. Dream Finders states that Hamlin Meadows has no CDD and includes fiber internet through the HOA. Other communities do. As a reference point, the Stoneybrook West CDD, an older district in west Orange County, adopted FY2027 totals of $366.82 to $1,074.31 per home depending on lot width, combining O&M and debt service. Newer districts with recent bond issues are often higher, so ask for the specific figure.
- Ask the builder for the CDD name, the current O&M and debt assessment for your lot type, and the year the bonds mature.
- Ask whether the debt portion can be prepaid at closing, and what the payoff would be.
- Get the HOA budget and dues in writing, including what the dues cover (internet, lawn care, gate staffing).
- Read the district's adopted budget on its website. Budgets usually include a per-unit assessment table by lot width.
Compare the total monthly cost, not the base price
A $450,000 townhome with a CDD and a $600,000 resale home without one can end up closer in monthly cost than the prices suggest. Build a like-for-like comparison: principal and interest at the current rate (Freddie Mac's 30-year average was 7.03% in the week of 24 September 2026), property tax on the expected assessed value, CDD, HOA and insurance quotes for the exact address.
Remember that a newly built home is often assessed at a higher value the year after closing, because the prior year's tax bill may have been for vacant land. Builder contract checks
- Deposit terms. Ask how much of the deposit is refundable and when it becomes non-refundable.
- Price escalation. Confirm whether the contract price is fixed or can change before closing.
- Lender incentives. Several builders advertise rate buydowns tied to their own lender. Compare the incentive against a price reduction from an outside lender's quote.

- Future phases. Ask for the site plan and what is planned on vacant parcels next to your lot.
