Florida cities with the lowest reported crime rates
In official 2025 data from the Florida Department of Law Enforcement (FDLE), the Florida cities of 10,000 or more people with the lowest reported rates of violent and property crime were Niceville, North Palm Beach, Safety Harbor, Fernandina Beach and Jupiter. Niceville recorded 2.34 offenses per 1,000 residents, less than half the rate of any other city in the comparison.
This page ranks places on reported crime only. It does not call any city safe or unsafe, because a rate per resident can't tell you about a particular street, and it can't capture crimes that were never reported. Use it as one input alongside the address-level checks further down.
Method: FDLE 2025 incident data, per 1,000 residents
The data
Florida police agencies report offenses to FDLE through the Florida Incident-Based Reporting System (FIBRS). FDLE publishes each agency's monthly counts by offense type, along with a 2025 population estimate for the area it serves. We used the full calendar year 2025.
What we counted
Violent crime is murder and non-negligent manslaughter, forcible sex offenses, robbery and aggravated assault. Property crime is burglary, every larceny category and motor vehicle theft. Each was divided by the agency's population and multiplied by 1,000.
Which cities qualify
We included only municipal police departments serving 10,000 or more people. Florida's move to incident-based reporting is still uneven, so we dropped any agency whose 2024 or 2025 reporting looked incomplete: any month with less than 30% of its usual monthly volume, or a 2025 total more than 40% below or 60% above 2024. That left 50 city police departments serving 10,000 or more people. Orlando, Winter Garden, Clermont and several other large cities are missing for that reason, not because of their crime levels.
Limits
Rates in small cities swing with a handful of incidents. Cities with many visitors, such as beach or shopping destinations, report crimes against non-residents but divide by residents only, which pushes their rates up. Sheriff's offices cover unincorporated areas and are not compared here.

The 16 cities, one by one
1. Niceville
Niceville is on Boggy Bayou and Choctawhatchee Bay in Okaloosa County, next to Valparaiso and close to Eglin Air Force Base. It had the lowest combined rate in both 2024 and 2025, by a wide margin.
In 2025 the Niceville Police Department reported 7 violent and 33 property offenses to FDLE for a population of 17,119. That is 0.41 violent and 1.93 property crimes per 1,000 residents (2.34 combined, against 2.41 in 2024). Zillow's typical home value is $434,886 and typical rent $2,210 a month.
2. North Palm Beach
North Palm Beach is a village on the Intracoastal Waterway in northern Palm Beach County, between Palm Beach Gardens and Juno Beach.
In 2025 the North Palm Beach Police Department reported 15 violent and 69 property offenses to FDLE for a population of 13,111. That is 1.14 violent and 5.26 property crimes per 1,000 residents (6.40 combined, against 6.87 in 2024). Zillow's typical home value is $630,327 and typical rent $2,832 a month.
3. Safety Harbor
Safety Harbor is a small Pinellas County city on Old Tampa Bay, next to Clearwater. Its rate fell from 8.77 in 2024.
In 2025 the Safety Harbor Police Department reported 22 violent and 96 property offenses to FDLE for a population of 16,808. That is 1.31 violent and 5.71 property crimes per 1,000 residents (7.02 combined, against 8.77 in 2024). Zillow's typical home value is $501,979 and typical rent $2,575 a month.
4. Fernandina Beach
Fernandina Beach is on Amelia Island in Nassau County, at Florida's northeast corner. Its rate edged up from 6.67 in 2024 but stayed among the lowest in the state. See our Fernandina Beach guide.
In 2025 the Fernandina Beach Police Department reported 30 violent and 73 property offenses to FDLE for a population of 13,958. That is 2.15 violent and 5.23 property crimes per 1,000 residents (7.38 combined, against 6.67 in 2024). Zillow's typical home value is $610,615 and typical rent $2,248 a month.
5. Jupiter
Jupiter is the largest city in the top five, with about 61,000 residents, at the northern end of Palm Beach County. It is also among the most expensive places on this list.
In 2025 the Jupiter Police Department reported 84 violent and 404 property offenses to FDLE for a population of 61,246. That is 1.37 violent and 6.60 property crimes per 1,000 residents (7.97 combined, against 9.20 in 2024). Zillow's typical home value is $704,677 and typical rent $3,067 a month.
6. Dunedin
Dunedin is on the Gulf side of Pinellas County, north of Clearwater, on St. Joseph Sound. Its violent crime rate of 0.81 per 1,000 was one of the lowest in the dataset.
In 2025 the Dunedin Police Department reported 29 violent and 288 property offenses to FDLE for a population of 35,742. That is 0.81 violent and 8.06 property crimes per 1,000 residents (8.87 combined, against 10.45 in 2024). Zillow's typical home value is $413,231 and typical rent $2,044 a month.
7. St. Cloud
St. Cloud is in Osceola County on East Lake Tohopekaliga, southeast of Orlando. With about 71,000 residents it is one of the larger cities in the top 16, and its rate fell from 10.31 in 2024.
In 2025 the St. Cloud Police Department reported 107 violent and 535 property offenses to FDLE for a population of 71,242. That is 1.50 violent and 7.51 property crimes per 1,000 residents (9.01 combined, against 10.31 in 2024). Zillow's typical home value is $389,676 and typical rent $2,262 a month.
8. Miami Lakes
Miami Lakes is a planned town in northwest Miami-Dade County. Its violent crime rate of 0.45 per 1,000 was the third-lowest of the 16.
In 2025 the Miami Lakes Police Department reported 14 violent and 286 property offenses to FDLE for a population of 31,332. That is 0.45 violent and 9.13 property crimes per 1,000 residents (9.58 combined, against 14.45 in 2024). Zillow's typical home value is $650,117 and typical rent $2,522 a month.
9. Punta Gorda
Punta Gorda is the Charlotte County seat on Charlotte Harbor, with a canal network in Punta Gorda Isles. FDLE recorded only 2 violent offenses there in 2025, a count small enough to move sharply from year to year.
In 2025 the Punta Gorda Police Department reported 2 violent and 204 property offenses to FDLE for a population of 20,446. That is 0.10 violent and 9.98 property crimes per 1,000 residents (10.08 combined, against 7.68 in 2024). Zillow's typical home value is $332,696 and typical rent $2,028 a month.
10. Doral
Doral is in western Miami-Dade County next to Miami International Airport. At about 84,000 residents it is one of the bigger cities with a low reported rate.
In 2025 the Doral Police Department reported 70 violent and 826 property offenses to FDLE for a population of 83,746. That is 0.84 violent and 9.86 property crimes per 1,000 residents (10.70 combined, against 13.85 in 2024). Zillow's typical home value is $543,159 and typical rent $2,893 a month.
11. Sunny Isles Beach
Sunny Isles Beach is a barrier-island city in northeast Miami-Dade County, known for its oceanfront condo towers. Its combined rate fell from 15.01 in 2024.
In 2025 the Sunny Isles Beach Police Department reported 24 violent and 221 property offenses to FDLE for a population of 22,801. That is 1.05 violent and 9.69 property crimes per 1,000 residents (10.74 combined, against 15.01 in 2024). Zillow's typical home value is $650,850 and typical rent $3,661 a month.
12. Palm Bay
Palm Bay is the largest city in the top 16, with about 147,000 residents in Brevard County. It is also the lowest-priced, which makes it the closest thing in this data to a low-cost, low-reported-crime city.
In 2025 the Palm Bay Police Department reported 398 violent and 1,339 property offenses to FDLE for a population of 146,929. That is 2.71 violent and 9.11 property crimes per 1,000 residents (11.82 combined, against 14.31 in 2024). Zillow's typical home value is $303,910 and typical rent $1,867 a month.
13. Coral Springs
Coral Springs is a planned city in northwest Broward County, with about 136,000 residents. Its rate fell from 15.46 in 2024.
In 2025 the Coral Springs Police Department reported 191 violent and 1,521 property offenses to FDLE for a population of 136,062. That is 1.40 violent and 11.18 property crimes per 1,000 residents (12.58 combined, against 15.46 in 2024). Zillow's typical home value is $523,439 and typical rent $2,330 a month.
14. Atlantic Beach

In 2025 the Atlantic Beach Police Department reported 22 violent and 150 property offenses to FDLE for a population of 13,524. That is 1.63 violent and 11.09 property crimes per 1,000 residents (12.72 combined, against 16.20 in 2024). Zillow's typical home value is $712,936 and typical rent $2,472 a month.
15. Cutler Bay
Cutler Bay is a town in south Miami-Dade County along Biscayne Bay, between Palmetto Bay and Homestead.
In 2025 the Cutler Bay Police Dept. reported 47 violent and 549 property offenses to FDLE for a population of 45,361. That is 1.04 violent and 12.10 property crimes per 1,000 residents (13.14 combined, against 14.64 in 2024). Zillow's typical home value is $563,463 and typical rent $2,980 a month.
16. Green Cove Springs
Green Cove Springs is the Clay County seat on the St. Johns River, south of Jacksonville and Fleming Island. It is the smallest city on the list.
In 2025 the Green Cove Springs Police Department reported 37 violent and 101 property offenses to FDLE for a population of 10,275. That is 3.60 violent and 9.83 property crimes per 1,000 residents (13.43 combined, against 12.66 in 2024). Zillow's typical home value is $339,573 and typical rent $2,207 a month.

Jacksonville is policed by the Jacksonville Sheriff's Office, which serves the consolidated city and county outside the separate beach cities, so its figure covers a much larger and more varied area than a single city department. Every one of these six had a lower combined rate in 2025 than in 2024. Orlando, Winter Garden and Clermont data was incomplete, and Cape Coral and Plant City were not in the 2025 file. Your city police department
Most larger departments publish their own crime maps or annual reports down to the neighborhood or beat level. Look up the department for the address, not the city name on the mailing address, because unincorporated areas are covered by the county sheriff.

FDLE runs the public sexual offender and predator search, which you can query by address and radius.
Visit at different times
Drive the street on a weekday evening and a weekend night, and talk to neighbors. No dataset replaces that.

Flood zone
For most Florida buyers the biggest property risk is water, not crime. Look up the flood zone on FEMA's Flood Map Service Center and ask for an elevation certificate. Coastal cities in the list above, such as Sunny Isles Beach, Fernandina Beach and Atlantic Beach, need this check most.
Hurricane evacuation zone
Your county emergency management office publishes evacuation zones. They are different from flood zones and tell you when you would be told to leave.
Insurance cost

What is the safest city in Florida?+
We don't rank cities as safe, but in FDLE's 2025 data Niceville in Okaloosa County had the lowest reported crime rate among Florida cities of 10,000 or more with complete reporting: 0.41 violent and 1.93 property offenses per 1,000 residents. Its 2024 rate was similar, at 2.41 combined.
Where is the lowest-crime, most affordable place to live in Florida?+
Of the 16 cities with the lowest reported crime rates in FDLE's 2025 data, Palm Bay had the lowest Zillow typical home value, $303,910 in August 2026, with a combined rate of 11.82 per 1,000 residents. Punta Gorda ($332,696) and Green Cove Springs ($339,573) were next.
What is the biggest risk of living in Florida?+
For homeowners, hurricanes and flooding usually matter more than crime, because they drive insurance costs and damage. Check the FEMA flood zone, the county evacuation zone and an insurance quote for any address before you buy. Heat in summer is the other risk newcomers tend to underestimate.
Where does Florida crime data come from?+
Florida police and sheriff's offices report offenses to the Florida Department of Law Enforcement through FIBRS, the Florida Incident-Based Reporting System. FDLE publishes counts by agency, month and offense type from 2021 onward, with a population estimate for each agency, and also passes the data to the FBI.
Why is my city missing from this list?+
Either it has fewer than 10,000 residents, it is policed by a county sheriff rather than a city department, or its 2024 or 2025 reporting to FDLE looked incomplete. Orlando, Winter Garden and Clermont were left out for incomplete reporting, which says nothing about their actual crime levels.
Is Tampa safer than other big Florida cities?+
We don't make safety verdicts, but on reported rates Tampa Police Department recorded 3.78 violent and 11.54 property offenses per 1,000 residents in 2025, the lowest combined rate of any Florida city over 200,000 people with complete data. Its rate was 19.52 in 2024.
