Is Atlantic Beach part of Jacksonville?
No. Atlantic Beach is the second largest of the Jacksonville Beaches communities, and when Duval County consolidated with Jacksonville in 1968 it kept its own municipal government, as did Jacksonville Beach, Neptune Beach and Baldwin. Residents still vote in Jacksonville's mayoral election and are represented on the Jacksonville City Council.
For taxes, Jacksonville's September 2026 budget kept its rate at 11.1919 mills inside the City of Jacksonville and 7.9012 mills in the Beaches towns. Atlantic Beach's own city rate and the school and other authorities are added to that. Ask for the parcel's total millage and the last tax bill before comparing a home here with one across the Intracoastal.

How Atlantic Beach grew
The town started around a Flagler railroad station and the Continental Hotel, a summer resort between Pablo Beach and Mayport. In 1913 the Atlantic Beach Corporation began paving streets and installing water and sewer lines. The town was incorporated in 1926, and later growth followed Naval Station Mayport and the Mathews Bridge. The city added Seminole Beach in 1987 and extended its western boundary to the Intracoastal Waterway in 1996.
The main roads are SR A1A and SR 10, Atlantic Boulevard, which has linked the Beaches with South Jacksonville, now San Marco, since 1910.
Flood zones and coastal permits
About three quarters of the city's total area is water, so check the FEMA flood map for every address. High-risk A, AE and coastal VE zones require flood insurance on federally backed mortgages, and a new NFIP policy usually takes effect 30 days after purchase. On beachfront lots, building seaward of the state's Coastal Construction Control Line needs a permit from Florida DEP.
