Living in Fleming Island, FL: homes, prices and what to check before you buy

Where Fleming Island sits

Fleming Island is bordered by water or wetlands on every side: the St. Johns River to the east, Doctors Lake to the north, Black Creek to the south and Swimming Pen Creek to the west. The town of Orange Park borders it to the north, and Fruit Cove in St. Johns County sits across the river.

The area has had its own ZIP code, 32003, since 2004, separate from Orange Park. Much of the land was undeveloped until the late 1990s, when old Navy runways from a World War II outlying airfield were removed to make way for housing. That history is why most homes here sit in planned subdivisions rather than an older street grid.

Homes and planned communities

Major developments include Eagle Harbor, Pace Island and Fleming Island Plantation. An 8-foot-wide sidewalk runs the length of the island, about 7 miles, and Black Creek Park at the south end has nature trails.

Zillow's typical home value in Fleming Island was $445,587 in August 2026, down 0.1% in a year. Inside the City of Jacksonville the typical value was $285,103, so a typical Fleming Island home cost about $160,484 more. For an Amelia Island comparison, Fernandina Beach was $610,615.

Within one subdivision, waterfront, golf course and interior lots can price very differently. Compare recent sales in the same community and the same lot type before you judge whether an asking price is fair.

HOA dues and CDD assessments

Most buyers here will deal with a homeowners association, and some subdivisions may also sit inside a community development district (CDD). Check both before you sign.

• HOA: Florida law requires the seller to give you an HOA disclosure summary before you sign the contract. It lists the current assessments, notes that special assessments can apply and warns that unpaid assessments can become a lien.
• CDD: the statutory CDD disclosure is required on a contract for the initial sale of a parcel or home. On a resale, look for a CDD line on the parcel's most recent tax bill and ask how many years of any debt assessment remain.
• Amenities: ask whether pools, clubhouses, docks or golf memberships carry separate fees from the base HOA dues.

Flood zones on a peninsula

With river, lake and creek frontage on all sides, flood risk varies street by street. Look up the FEMA flood zone for the exact address and ask the seller for an elevation certificate if one exists. Homes in high-risk A and AE zones with a federally backed mortgage must carry flood insurance, and a new NFIP policy generally starts 30 days after purchase.

Property tax in unincorporated Clay County

Because Fleming Island is unincorporated, there is no city tax layer. Your bill combines Clay County, the school district and other regional levies, plus any non-ad valorem assessments such as a CDD.

Do not rely on the seller's tax bill. A new owner does not inherit the seller's assessed value, homestead exemption or Save Our Homes cap, so your first full bill can be noticeably higher. Public schools

Clay County District Schools runs the public schools. Fleming Island High is the only high school on the island. In the Florida Department of Education's 2025-26 grades, Fleming Island High earned an A, as did Fleming Island Elementary, Paterson Elementary and Thunderbolt Elementary. Countywide, 29 graded schools earned an A, 15 a B and 2 a C.
