What Harbour Island is
Harbour Island began as Seddon Island, created in the early 1900s from material dredged to deepen shipping channels for the Port of Tampa. It was an industrial and rail site until Beneficial bought the island and renamed it Harbour Island. The first development phase opened in 1985.
Today the island is a 177-acre master-planned community with homes, a hotel (now The Westin Tampa Waterside) and a marina, within walking distance of the Tampa Convention Center and the Channel District. Its ZIP code is 33602.
How the association structure works
The master association for the development is the Harbour Island Community Services Association, known as HICSA. Most buildings and townhome groups also have their own condo or homeowners association. That can mean two layers of fees: the master fee and the building or sub-association fee.
Before you make an offer, ask for:
- The current monthly or quarterly fees for both the master association and the building or sub-association.
- The budget, reserve balances and any special assessments that are approved or under discussion.
- For condos, the milestone inspection and structural integrity reserve study where required. The Tampa condo guide and Florida condo buying guide explain these rules.
- What the fees cover, such as insurance, water, security or amenities.
Harbour Island prices compared with downtown and Tampa

Condo values across downtown-area neighborhoods fell more than the citywide figure over the year. Compare the full monthly cost, including fees and insurance, not only the price. See the Tampa housing market page for more.
What to check before buying on Harbour Island
- Flood zone and elevation: look up the address on the FEMA Flood Map Service Center and ask for an elevation certificate if the seller has one. Tampa is a Class 5 community in FEMA's Community Rating System, which gives a 25% discount on flood insurance in flood zones and 10% outside them. The Tampa flood zone guide explains the maps.
- Evacuation zone: Hillsborough County revised its evacuation zones for 2026, expanding Zone A farther inland along the coast. Check the current zone for the address.
- Parking, storage and rules: confirm assigned parking, rental restrictions and pet rules in the association documents.
- Property tax: the assessed value resets after a sale, so estimate taxes from your purchase price rather than the seller's bill. See Hillsborough County property tax.
