How expensive is Orlando?

Orlando sits a little above the Florida average on basic living costs and well below South Florida. MIT's Living Wage Calculator, updated February 15, 2026, puts the pre-tax income one adult with no children needs to cover basic costs at $52,527 a year in Orange County. That compares with $50,117 for Florida as a whole, $50,574 in Lake County to the west and $54,037 in Miami-Dade County.

Housing is the biggest line. MIT's housing budget for one adult in Orange County is $20,305 a year, about 39% of the total. Zillow's typical rent of $1,896 a month and typical home value of $371,120 in August 2026 put the city below nearby suburbs such as Lake Mary and Winter Garden, but insurance, property tax and HOA or CDD charges vary so much by address that two homes at the same price can cost very different amounts to own.

Buying a home

Zillow's typical home value for the City of Orlando was $371,120 in August 2026, down 1.4% in a year and up 23.4% over five years. At the 7.03% average 30-year rate, principal and interest is about $2,229 a month with 10% down and about $1,981 with 20% down, before tax and insurance. Renting

Zillow's typical Orlando rent was $1,896 a month in August 2026, up just 0.6% in a year. That flat rent and a softening sale market make renting for a year a reasonable way to learn the area before you buy, at the cost of moving twice.

Property tax

Your rate depends on which governments tax the parcel. In the most common City of Orlando mill code, the 2025 total was 18.0878 mills, including the city's 6.6500. Unincorporated Orange County parcels paid about 16.09 to 16.14. For 2026, the proposed base Orlando rate on August TRIM notices was 17.9818, mainly because the state school rate fell. On the $371,120 typical value, that 2025 city rate works out to about $5,961 a year with a homestead exemption and $6,713 without, before non-ad valorem charges. Amendment 3 on the November 2026 ballot

Florida voters will decide on Amendment 3 in November 2026. According to Orange County, it would raise the homestead exemption for non-school taxes to $150,000 in 2027 and $250,000 in 2028, and it needs at least 60% of the vote to pass. The county says new residents would face a five-year residency period before qualifying for the larger exemption. Orange County estimates a revenue loss of about $165 million in 2027 and $275 million in 2028, and City of Orlando staff put the city's loss at roughly $30 million and then $50 million.

Homeowners and flood insurance

Insurance is the cost most likely to surprise buyers from out of state. Citizens Property Insurance publishes average premiums by county in its annual rate filing. For policies from June 1, 2026 through May 31, 2027 it recommended:

These are Citizens averages, not market-wide ones, and private quotes can be higher or lower. Standard homeowners policies do not cover flooding, so check the address on the FEMA Flood Map Service Center. Lenders generally require flood cover for a home in a special flood hazard area; outside one it is optional, but worth pricing near lakes.

HOA dues and CDD assessments

Many newer Orlando neighborhoods have an HOA, and some sit inside a Community Development District (CDD), which levies its own assessments on the property tax bill. Florida law requires the initial sale contract for property in a CDD to carry a boldfaced disclosure. Check the HOA's current dues and any special assessments, the CDD line on the latest tax bill, and whether the CDD charge includes a debt portion that ends on a set date. Everyday costs in Orlando

Electric and water (OUC)

Homes in the City of Orlando get electric and water from the Orlando Utilities Commission (OUC). Its Orlando residential rates, effective October 1, 2025, are an $18.50 monthly electric service charge, a non-fuel charge of 6.783 cents per kWh for the first 1,000 kWh and 9.283 cents above that, plus a fuel charge of 4.767 cents per kWh. At 1,000 kWh a month that is about $134 before taxes and fees. Water has a $10.50 monthly service charge for a standard 5/8-inch meter, then tiered charges from $0.90 per 1,000 gallons for the first 3,000 gallons up to $15.00 per 1,000 gallons above 30,000 gallons, so heavy irrigation gets expensive. OUC lists a new monthly DemandLevel charge tied to peak usage as pending state approval for November 2026. Outside OUC territory another provider serves the home, so ask the seller for 12 months of bills.

Groceries and food

MIT's 2026 food budget for Orange County is $4,557 a year for one adult (about $380 a month), $8,354 for two adults and $13,336 for two adults with two children.

Transportation and gas

MIT budgets $8,515 a year for transportation for one adult in Orange County, reflecting how car-dependent the metro is. AAA's Orlando-area average for regular gas was $4.46 a gallon on September 25, 2026, up from $3.04 a year earlier. Tolls add up on the Central Florida Expressway Authority network, which raises rates each year by the greater of 1.5% or inflation; E-PASS saves up to 50% compared with Pay By Plate. Transit is cheaper: LYNX costs $2.00 a ride or $50.00 for 30 days, and SunRail runs from $2.00 to $5.00 one-way, with monthly passes from $56 to $140.

Healthcare

MIT's medical budget for Orange County is $2,977 a year for one adult and $10,413 for two working adults with two children, covering premiums and typical out-of-pocket costs. The area is served by two large hospital systems, Orlando Health and AdventHealth.

Childcare

Childcare is the largest cost after housing for working parents. MIT estimates $10,755 a year for one child in Orange County and $20,315 for two. Ask providers for current rates and waitlists, which vary widely by location.

Internet and phone

MIT budgets $1,630 a year for internet and mobile service for one adult and $2,203 for a two-adult household, roughly $136 to $184 a month. Check which internet providers serve the exact address before you sign a lease or contract.

Taxes in Orlando

Sales tax

The combined sales tax in Orlando is 6.5%: Florida's 6% state rate plus Orange County's 0.5% discretionary sales surtax. The Florida Department of Revenue lists the county surtax as a school capital outlay levy, extended from January 1, 2026 to December 31, 2035. Neighboring Osceola County charges 1.5% on top of the state rate, and Seminole and Lake counties 1%.

No state income tax

Florida has no personal income tax, so wages, pensions and retirement withdrawals are taxed only federally. MIT's estimate of annual taxes for one adult at the living wage in Orange County is $7,894, mostly federal income and payroll taxes.

Property tax

Winter Garden costs about $195,000 more to buy into at the typical value but has a lower city millage (16.2943 total in 2025). Clermont, over the line in Lake County, sits between the two on price, with a 7% sales tax and a lower Citizens homeowners average of $2,180. Tampa is close to Orlando on price and rent. Ways to lower your costs in Orlando

File for homestead

If the home is your permanent residence on January 1, file with the Orange County Property Appraiser by March 1. The exemption is worth up to $50,722 of assessed value for 2025 and $51,411 for 2026, and the Save Our Homes cap then limits annual increases in assessed value to 3% or inflation, whichever is lower. Paying the bill in November earns a 4% discount.

Get a wind mitigation inspection

Wind mitigation features such as roof-to-wall connections, secondary water resistance and opening protection earn discounts on the hurricane portion of your premium under Florida law. The state's My Safe Florida Home program offers free wind mitigation inspections and grants of up to $10,000 for approved upgrades such as roof improvements, impact windows and doors and garage door reinforcement, subject to eligibility and funding.

Shop insurance every year

Premiums differ by insurer and by roof age. Get several quotes, ask about higher deductibles and bundling, and confirm the wind and flood coverage you actually have.

Cut transport costs

Use E-PASS rather than Pay By Plate on toll roads, and check whether SunRail or LYNX can replace some car trips. Living near your work saves more than any discount.
