How a Navy base became a neighborhood
For most of the 20th century this land was military. It held the Orlando Army Air Station and then the main base of the Naval Training Center, which the 1993 Base Realignment and Closure round recommended for closure. All operations ended on April 30, 1999.
The city ran a public planning process in the late 1990s, and in 1999 the Navy sold the property to Orlando NTC Partners, the Baldwin Park Development Company. The first buildings went up in 2003 and the master plan was finished by 2008. The design follows New Urbanism: a walkable Village Center, homes close to the street and green space around the lakes.
The City of Orlando credits former Mayor Glenda Hood with the reuse plan and describes Baldwin Park as a national example of walkable, connected neighborhood design.
What kinds of homes you will find
The community has more than 3,000 homes across about 1,100 acres. You will see detached single-family houses, townhomes and several rental apartment buildings. House styles borrow from Florida traditions such as Spanish Revival, Craftsman, Florida Vernacular and Mediterranean Revival.
Because nearly everything was built between 2003 and 2008 or later, you are less likely to face the old wiring and cast-iron plumbing questions that come with homes in College Park or Audubon Park. Roof age still matters for insurance, and many first-generation roofs are now around 20 years old. Ask for the roof permit date and get a quote before your inspection period ends.

Parks and the Village Center
- Blue Jacket Park, 2501 General Rees Avenue: 75 acres the city set aside as a public park in 2000 on the old parade grounds, with baseball, soccer and softball fields, an outdoor fitness station and a Navy History Wall.
- Mayor Glenda Hood Park, 4990 New Broad Street: the lakeside park formerly called Harbor Park, next to the Village Center.

The Village Center holds the neighborhood's shops, offices and restaurants. If you want quiet, look at where the home sits relative to the Village Center and the ball fields.
What to check before you buy in Baldwin Park
- Association documents and fees. If the home is in a mandatory homeowners association, Florida law requires the seller to give you a disclosure summary before you sign; if you don't get it, the contract is voidable. Ask for the current assessment, any special assessments, and whether a separate sub-association covers your building or block.
